Dear Planning Partners,
This year marks the third year that the Sahtú Land Use Planning Board (“SLUPB”) releases its annual report on the monitoring and evaluation of the Sahtú Land Use Plan (“Plan”). As in past years, this report evaluates how the Plan was implemented by Regulators by monitoring the authorizations and dispositions they issued between April 1st, 2022, and March 31st, 2023. We would like to thank Regulators for providing the information that is presented in this report. It serves as a means to identify any gaps in the understanding and application of the Plan, by both regulators and proponents, and to inform future amendments to the Plan. This third year of reporting has also shown that many regulators are taking a proactive approach to their reporting requirements, recording the information as they receive and review applications for authorizations or dispositions that implement the Plan. This proactive approach makes sure that all of the rules of the Plan (its Conformity Requirements) are being addressed before issuing authorizations or dispositions, and that Regulators are not scrambling to get the information together at the end of the reporting period. As well, Regulators who have not complied with their reporting requirements in past years have finally opened their communication channels and have been forthcoming in providing the requested information. This is an encouraging step forward, reinforcing the shared responsibility for Plan implementation. We look forward to continued dialogue with Regulators, as this will help create better mutual understanding of each other’s processes and expectations. Through collaboration, we want to make this exercise easier for all Regulators involved by understanding their challenges and help them streamline their internal processes in evaluating applications for authorizations and dispositions that implement the Plan.
